Academic Council
Overall governance of the Azerbaijan State Marine Academy public legal entity is exercised by the Academic Council.
The Council's composition was approved under the Ministry of Education's Regulation on the Academic Council of a Higher Education Institution, No. 792 of 10 November 1997, and letter No. 13-3/2-4641/2023 of 6 December 2023 from the Azerbaijan Caspian Shipping Company.

Powers
The Academic Council:
- adopts the Academy's Charter and proposes additions and amendments to it;
- approves the Development Programme and decides on the principal directions of development, academic and research activity, and international relations;
- approves internal rules for students, lecturers, staff, doctoral candidates and course participants;
- approves regulations, instructions and other normative documents;
- hears the Rector's annual activity report and the annual financial report;
- decides matters of specialist and academic staff training, further education, teaching and research work;
- establishes commissions, hears their reports and adopts decisions;
- elects an academic secretary from among its members;
- decides on the establishment, closure and reorganisation of faculties, departments and other structural units;
- hears faculty reports on teaching, research and student work;
- petitions the Higher Attestation Commission for the award of the titles of professor and associate professor;
- nominates staff for honorary titles, prizes, orders and medals;
- approves curricula.

The Council works to an approved plan. Meetings are minuted, signed by the chair and the secretary, and kept by the academic secretary. The chair arranges regular checks on the implementation of decisions.
The Council may be reconstituted early at the request of at least two thirds of its members. Where a decision is found not to be objective or to contravene legislation, it may be annulled by the Azerbaijan Caspian Shipping Company and the Ministry of Science and Education.
